Item Creation Question

From the SRD:
A creator can add new magical abilities to a magic item with no restrictions. The cost to do this is the same as if the item was not magical.
If the item is one that takes up a specific space on a character, any additional power added to that item doubles the cost.

Am I reading this right? Does this mean I can have my +5 Battleaxe enchanted with the Keen ability at the cost of a +1? We had been playing it that it was the same cost as going from a +5 to a +6. Basically meaning I can add Keen for 2,000 instead of the 22,000 I thought it was going to cost me. Even if you say that it is adding to something that is takin up a specific slot then it is double the cost it would only cost 4,000 instead of 22,000.

That section is for non-weapons and non-armor. Bascily it's for wonderous, rods and rings. For magic weapons and armors you upgrade them by paying the diffrence in cost.
 

I think you're taking that snippet out of context. If you add a +1 effect to a +5 weapon, the cost is always calculated as that of a +6 weapon.

To put it in proper context, say you have crafted Boots of Speed. You later decide you want to add in the abilities of Boots of Striding and Springing. The greater power - Speed - has already been paid for, so all you need is pay double the costs of the lesser power - Boots of Striding and Springing - and Viola! Boots of Speedy Striding and Springing.
 

Actually, while it's not specified, I always double all but the cheapest costs for non-weapon and non-armor. It prevents a rules jenk from buying an expensive item, then paying double to add an inexpensive item to it.

for example: Hat of Disguise (2,000 gp) + Helm of Teleportation (48,600 gp) can either be calculated as (2,000 + 97,200=) 99,200 gp or (48,600gp + 4,000 gp=) 52,600 gp.

As stated, it's the most expensive effect that's NOT doubled.

Otherwise why not just get a Helm of Teleportation, and a slotless version of a Hat of Disguise?

I understood it to be the cost of a +6 weapon minus the cost of a +5 weapon - this is, afterall, an upgrade. Note that the difference between +5 and +6 is much more expensive than a +1 weapon...
