Yeah, I have no Idea what the deck can do. Google'd it but I only found a comment hat in 4e there is a version of it in a Dungeon Magazine. Having no D&D Insider Account I can't read that Article. But it's supposed to be a paragon item. So I can see your point...

If the one in Gradmore Abbey is the same in the Dungeon Article.

Draw to the Death, I think I like that.

But this should be paragon, like level 12-16 or so, not heroic. The Deck is just plain not a heroic thing.

Aye, that I will definitely agree with. We used to say "If you want to end your campaign, just give the players the Deck of Many Things." Or, to put it another way, most of my players will never, ever, draw from a deck of cards for fear that its a Deck of Many Things in disguise.

Maybe, just maybe, WotC was smart enough to use the Deck as a hook and the adventure will have a "to be continued . . . " ending to it (as in, the Deck is no longer there). I won't hold my breath on that one, but it would be nice.

Maybe in the Adventure yo find some of the deck's cards, the weak ones, if there are any, and *tada* you have a quest hook (or do it Riastlin's way).
