Of course, I'm fairly certain I've answered this question before, so someone else may know my answer.

I think so, too; and if the answer is "a certain number of things were designed from the start to be mysteries and never have official answers," then we both remembered correctly!

Can you at least say, about the aquatic nations, what critters were used? Sahuagins, of course, are in the setting; but the other, were they just the usual (sea elf, triton, merfolk, locathah, the Monster Manual's catch of the day) or were there new special Eberrony races as well?
