If a skirmisher has 27 hP, wouldn't this mean likely that a soldier is in the low to mid 30s while a BRUTE would actually be pushing near 40hp given how these classes fight?

I hope to high hell there are still kobold minions with 3-5 HP out there...

Looks like it. It's a 1st level monster without a minion, elite, or solo tag. I think this confirms that a first level character needs 1000 xp to level.
 

The kobold also serves to highlight the "points of light" generic setting of 4e. When your most basic monsters are as strong as these, the world needs heroes. Joe commoner and warrior are just not good enough, you need men and women of extraordinary skill and valor to hold the line against the night.

And if I'm reading the math right on the new essay-thingy on AICN, the amount of XP you need to gain between levels is *far* more stable.

Yeah, since a sharp peice of steel become nerf foam in the hands of a town guard. If the town guard still swings 1d8+2, it will take four stabs of a one handed weapon to kill the sample kobold. :\
 

I see that small creatures have +1 to F/R/W and still move speed 6 (so the Paladin Halfling is reduced speed by armour- not size)

Oh and Derren paladin is spelt with one L ;)

Yeah even two mighty shots from the Ranger (damage dealing striker) 1d10+1d8+4 (av 14) will only just take it down
