Kobold Wyrmpriest in KotS?

My group is running through Raiders of Oakhurst before picking up KotS.

We encountered a Kobold Wyrmpriest, which RoO gives a basic ranged attack of +16 vs reflex. It's a level 3 monster.

That seems so far out of whack as to be downright bizarre.

Can anyone who has KotS confirm whether it contains Wyrmpriests. If so, is +16 correct, or is it a typo and it should be +6?

It's +6 in KotS. There's no type on page 29 at least.

The Wyrmpriest's Energy Orb is +6 vs. Reflex, but it's not a basic attack, it's an at-will power.
