Orcs can. ;)

We raised a big stink about this a month or two back and had it confirmed that regular folk do indeed have (a fixed number of) healing surges.

The latest economy article suggests that not only do magic shops exist, but that they come to the character in the form of 'traveling merchants' who apparantly regularly visit out of the way villages carrying thousands of gold peices worth of magical items in the hopes of finding adventurers to fleece.

My suspicion is that these merchants are 20th level solo monsters so as to be able to gaurd thier priceless wares from highwaymen, orcs, and adventurers. I also expect that magical items for sale evaporate whenever the PC's slaughter the merchant to obtain his gifts, whereas whatever item that they want to purchase magically appears in the merchants stocks at the moment and only at the moment it is mentioned.

It makes the game work better that way.
 

So if you're out of surges, you don't heal *at all*? :O

Actually, you do. The cleric's Cure Light Wounds allows healing AS IF you had expended a Healing Surge, but does NOT EXPEND it. And there are other minor powers around that allows an ally to heal you a bit after he strikes an enemy.
