Healing Hands is listed just below the word 'Feat', so yep, it's a Feat. :)

And really MAD is only a problem if only a few classes have it. 4e seems to make all classes benefit from having 3 good stats.

Good point, there. MAD isn't really MAD unless it's mutual. ;)
 

Laying on Hands burns one of the Paladin's healing surges, does it not? Why limit it at all? Healing surges are a limited resource as it is.

Not really, at least from my experience.

When I ran the original pregens through their paces, the paladin NEVER ran out of healing surges. Other party members always ran out before he did.

Further, the paladin can heal himself, allowing more than one second wind per encounter. If at will, he could literally have the full power of his surges applied IN combat as opposed to resting, making him nearly immortal.

I'm with the original poster. It makes no sense and is inconsistent with the rest of the rules.

By your logic, the cleric's healing word should also be an at-will instead of an encounter power because he can use it twice per encounter.

There's no limit to using any of you Daily powers either, except that you can only use them once per day. The paladin clearly has a Daily power of Lay on Hands, he just has it multiple times (equal to his wisdom modifier.)

A bit OT but I have a question regarding Lay on Hands. As the target is "one creature" for Lay on Hands but the target is "you or one ally" for Healing Word (Cleric), I assumed you could not use Lay on Hands on yourself only on someone else. I thought this had a nice Paladin flavor - self-sacrificing hero. However I have been reading reviews and people mentioned the paladin healing himself. So do we have an official ruling on this? Am I wrong? Thanks and sorry for derailing this thread.

While contemplating how to defend myself (and failing miserably, thanks ;P) I realised that as Lay on Hands is classified as at-will it can be used while the Paladin is dominated...

So I'll just mention that and hope it draws attention away from the fact you brought up a damn good point ;)

Without this limit, the paladin becomes more of a leader than a defender. The limit ensures that there will be some healing surges that a paladin can only use on himself - which means that in order to make full use of his healing surge resource, he will have to take damage personally.
