You can get any level +2 item (and then you can sell your old staff)
or level item sum of gold and pay for the upgrade. Unfortunately, this is fixed (I had to choose n+2 item for my warden when I would prefer n+1 ...)

Would it be level 6 +2 or level 7+2 ? (level I spent the RP, or level I achieved through RP?)

For flavor, can I sell the old item mechanically but it be an upgrade flavor-wise?

Flavor it as you want. It would be 6th level n+2 since you get first parcel (level 1) upon leveling up to two. You're taking your former level and gain the parcel for it when you advance.

I wanted to point the judges to a proposal I had made that hasn't seem to have gone anywhere one way or another.

Hello folks. I started over at L4W last month, and now I think I'd like to do something about the lack of L1 Controllers in LEB.

There is general lack of level 1 characters because in LEB you start with 4th level

You can start at 1st, just be aware you'll be behind others that way...
