Level adjustments and starting funds

Quick question. Does a starting character receive money for their racial HD? Say a race with a LA +2 adjustment starting at CL:3? Is that third level or first level money?

Yep. Level Adjustment and racial hit dice, added with class levels, give you the character's ECL, which is used for things like XP and starting equipment.
