So are you recommending to do the +1/2 to damage? You mentioned it in your explanation but not in the ruleset itself.

Yes, I do. I didn't mention it since the loss in damage is a mere consequence of the change to attacks and defenses I propose.

The +½ level to damage is superior to pure enhancement bonus and ability score increase (15 vs. 10-point increase over 30 levels), but when you take into account loss of damage from increased ability mods (with powers such as sly flourish and features such as dirty fighting) it should even out. Although Twin strike is even more powerful this way (but that's an entirely diffenert issue).

As I said, damage is king. It makes the PCs feel powerful and reduces grind.
 



Just watch out for the problem 3e had with this- huge bonuses eventually make your roll irrelevant.

Your roll can still matter just as much when bonuses get really large; the key is that the DC you are rolling against has to go up commensurate with your bonuses. So if you have 15 higher to hit than you did 15 levels ago, the monsters need to have AC ~15 points higher, not, say 8 points higher, in which case if you hit 60% of the time 15 levels ago you now hit 95% of the time.
