Lich + polymorph

The target of polymorph is "willing, living creature touched" so generally undead cannot use this spell. The entry for lich says

Immunities (Ex): Liches have immunity to cold, electricity, polymorph (though they can use polymorph effects on themselves), and mind-affecting attacks.[/b]

Does this mean that liches can polymorph themselves? Do they get a constitution score by doing so?

Yes, but only with a polymorph effect that can target an undead creature, like Polymorph any Object.

If you try to PaO a lich into a puppy, he's immune. But he can PaO himself into a puppy just fine.

He can't use the Polymorph spell on himself, not because he's immune (since he isn't, if he's casting it himself), but because he's an invalid target.

Do they get a constitution score by doing so?

Yup.
