Light/Darkness at any level?

I was always bothered by light and darkness spells in pathfinder and 3.5. You can only dispel light/darkness with a spell of higher level, but are there enough light/darkness spells to really do it? I'm thinking of making enough spells so there is light and dark at each level. Should I do this, is it a waste of time, or is already done?

In the PHB:
For Light - 3, 0, 3, 1, 0, 0, 7, 8,
For Dark - 2 and 3 only, as far as I can tell

Looking at the spell compendium:
Light - 4, 1, 4/3, 1, 6/5, 1, 2, 9, 1, 7, 2, 3, 6, 4, 3, 6
Dark - 4, 3, 5, 1, 2

I'm sure if you look in more splatbooks you can find enough to round out all the levels. Why do you want one for every level exactly?
 

Rather than having a bunch of new spells at different levels, why not just key it off the caster level? Although I've never really run into any "there aren't enough light/darkness spells" problems.
