Lighting and Concealment

The rules in the ph give concealment modifiers for two light conditions, moderate darkness, and total darkness. I was wondering how you guys ruled on the moderate darkness condition in caves and underground areas.

My personal view, if your using a torch or light spell, then if your 5ft from the main effect your in full light. 10 ft to 30 ft you have moderate darkness and a 10% miss chance. Any further away gives you 50% miss chance. Low light vision gets you twice those distances.

Also, when applied to darkvision, can say a dwarf choose to use darkvision even if there's light around? Basically could he just go darkvision and have no problem with moderate darkness, or does he actually have to go with the light conditions and take the penalties as well.

Sounds reasonable enough to me.

Yes.
 

Darkvision and normal vision would overlap. so hed see the lighted area normally, anything that would be obscured he could see with darkvision, and then hed get the darvision out to wherever he normally would. he could still see color in the lighted areas, but the darkvision would let him see whats in the shadows.
