Living gods

How would you handle Living gods? In terms of stats.

I’m not talking about all-powerful, omnipresent accrual god on this world, but as in Gods amongst men. To reference, The Tribunal from The elder scrolls game (aka Vivec, Almalexia and Sotha Sil) who are very powerful immortals, but are not all-powerful or omnipresent in the sense that they are still only one being.

Anyway. What I need help with is what sort of level, if any you would pitch them at. This is for a campaign I’m writing currently. The players may need to challenge them in combat, so stats would be really useful. Please keep in mind that this is starting at level 1 and is planned to be weekly for 3 years+

the thing most people get hung up on is the difference between god and God. Semantics I know but the first is simply any immortal and extremely powerful being that others worship, whereas the second would be essentially the sum of all existence. In d20 the second can only be a statless plot device, the first on the other hand is a singular entity. Immortal, powerful, probably very old and inhumanly intelligent, but not omnipresent and thus challengable (if you reach a VERY high level).

How high you want to set the levels has to depend on how high you think your campaign will go and what your NPC demographics are going to be like. A good idea would be to start with some reading on Dicefreaks since they've already covered the ground. Doesn't mean they'll have what you need but they're a baseline you can start from by modifying their material and it cuts down on your work.
 

To a level 5 grandmaster artisan, a level 25 near-immortal artisan virtually is a god - whether divine or not. The same is true of a 5th level fighter - a legendary champion of a kingdom - compared to a 25th level fighter - a champion of the continent or even world.

It's all a matter of degree. Just add on 15-20 more levels than 'typical' of the 'normal' highest level NPCs are you are in a good starting position. If the PC is the one you wish to compare against, then add on 10-20 levels beyond what the PC currently has. At that level they are well beyond what the PC could normally take on in one-on-one combat, and even should they have a party of 3-4 others to help they have only a small chance of success - presuming their foe does not call upon his friends / allies / party. Even just two foes who are 10 levels higher than the PC party could be a notable challange (ie: two 25th level NPCs (PC classes) verse four or five 15th level PCs).
