We had "on either side of date line"

We had "on Feb 28/Mar 1"

We had "leap year"

It was just a matter of fitting all of them together correctly. :)

Ugh. That was an awkward answer - I was hoping I was wrong ;).

I'm still stumped on the "thrice never" riddle. All I can think of are dance steps!
