Longtooth Shifting and bloodied

Hi, all.

I have a Longtooth Shifter in my party. In round 1 he was bloodied (14/30 hp) triggering Longtooth Shifting. At the start of round 2 he regen'ed 2 points making him no longer bloodied (16/30 hp). During round 2 he was bloodied again. Does he get regen 2 back?

I think no b/c doing so would require re-casting Longtooth Shifting and you can't b/c it's an encounter power.

He says yes b/c of the wording of Longtooth Shifting - "Until the end of the encounter, you gain a +2 bonus to damage rolls. In addition, while you are bloodied, you gain regeneration 2." The part "while you are bloodied" seems to indicate that for the rest of the encounter whenever you're bloodied you get regen 2.

I can actually see it going either way but I'm hoping someone here can clarify the text for us and give us a definitive answer.

He has regeneration any time that he's bloodied. The wording for regen that doesn't come back when you get bloodied again is "until you are no longer bloodied".

Also note that the power requires a minor action to initiate, it isn't a triggered effect, and the bonus to damage rolls applies even if the user's HP goes above bloodied (unlike Dragonborn Frenzy for example).

I agree with NMcCoy.

For comparison, there is another power (can't recall it right now) that says "until you are no longer bloodied you gain regen ..." So that would be an example of a regen that stops and does not reactivate if you fall below bloodied. Whereas this one says "while you are bloodied..." meaning (to me) that anytime you do get bloodied during the encounter after having activated the power.
 

The power only requires you be bloody on activation. The effect mentions nothing about being bloodied as a condition for the effect itself, so you can assume that it is not. The duration is 'until the end of the encounter' so yes, you can assume that it operates after you leave bloodied.

Given that shifters don't -have- any other racial traits besides skills and ability-ups, the power level of doing so is pretty minimal.

Draco's exactly right. They're the only race whose racial encounter power is meant to last the entire encounter, which is why this is the only racial ability they get (unlike everyone else who have like three different abilities).
