Looking for a Rule how to craft Skill items

In 3. Ed in tome of Blood where Rules how to craft Items that give you Bonus on Skills.
In 3.5 i found some items like Ring of Jumping how gives + 5 on Jump Skill.
But i dont found any Rules how to make such an item.
Question is it still possible to make such and where are the Rules for creating such items in 3.5?

Check Table 7-33 in the DMG (pg.285) on Estimating Magic Item Gold Piece Values.

In short, skill boosting items (which generally provide a competence bonus) cost: Bonus squared x 100 gp.
