No magic is detected from the building, however, a well dressed man walks by that gives off minor illusion magic. You are guessing his attire looks to be better quality then it actually is. A common businessman's trick.

@Scott DeWar are there any alchemist stores, wizard schools, chapels for demons or other buildings that could be a reason for mutation of rats?

This district is nothing but warehouses. some made entirely of stone down to entirely of wood and mixtures of both. the regeon actually rises slightly from the level of the canals, though a dock a short ways away does serve this area.
There has been mention of an academy of magic, but that is in the Ivory District, if you recall what Heinrich mentioned correctly. but that is a long ways off.
While everybody else scouts with their eyes or magic, Morgrym simply forms a small horn with his hands and yells " IS SOMEBODY HERE? " and " WE HAVE COME TO GET RID OF THOSE RIDICULOUSLY UGLY MUTT'S ?! We are also thirsty ! "
A man off to the left jumps, startled at the loud voice. He wears clothing of average wealth, you would guess, a bit dusty from labor. He appears to have been paceing infront of a writing desk, journals and loose papers in stacks with quill and ink off to the side.
"Oh! Yes, help at last. yes yes indeed! As for dog, no, no! they are rats. Here, I have a keg tapped already. A Merlot from the baronies to the east. My favorite."
There is indeed a keg tapped, an empty goblet nearby with several others revealed when he lifts a cloth, upside down to keep any dust out of them. He flips 4 over and fills them, offering them to the group. He fills the other and takes a gulp. His hands are shaking the whole time.
"They are definitely rats." He walks to a crate and opens it to reveal a rat the size of a tarrier dog. Draining his goblet he steps away to refill it.
There is no one else in sight.
