you'd want to use a Dire version of the animal, such as Dire Rat to Wererat.

if that won't help, because the animal just has low stats, then you should consider using a different animal.

Yeah, Dire hedgehog...Still the stats are low, +2 dexterity and +2 Constitution

I know 40 strengh!!and 35 Con Wha??20 hd, imagine a were elephant with a Dire bit!!!And a druid could have one!! or 2!!

On the other hand, maybe low stats are what you're looking for. Lycanthropy is a CURSE, not a super power. Most creatures die of it, either directly, or because their rampage causes them to be hunted down. Not all templates have to make a creature more deadly.
