Ummm . . . is there a difference between these two spells? Or did Wizards decide that Otto's spell wasn't sufficiently "insane" to be included in the Maddness domain?
one is a domain spell for clerics with that domain only, unless they wanna spend 5k exp for a miracle. It is 5k exp because with miracle you can only duplicate domain spells of up to 8th level that you already know. And well otto's is 8th level wizard so you gotta spend the 5k exp for a miracle there.
