Can someone point me to the right spot in the DMG that states whether or not magical arms and armor resize for user?

It seems that armor doesn't refit itself to accomodate the casual finder. Only other gear, at the DM's discretion. ;)

In a message board discussion, Monte Cook clarified that it was intended to mean within size category, so a size 3 elf could wear anything a size 42 dwarf can. But it wasn't meant to extend to different size categories. The above quote supports this for armor and weapons, but suspiciously excludes rings, cloaks, boots etc..

Personally, I rarely introduce random treasure that isn't equipped by a monster/npc. So the size would match the previous user imc.
 

Notice the difference between 3.0 and 3.5. From 3.0 SRD:
When an article of magic clothing, jewelry, or armor is discovered, most of the time size shouldn’t be an issue. Many magic garments are made to be easily adjustable, or they adjust themselves magically to the wearer. As a rule, size should not keep overweight characters, characters of various genders, or characters of various kinds from using magic items.

(3.0 DMG p. 176 goes on to say a player shouldn't be penalized for a halfling or a very tall character.) From 3.5 SRD:
When an article of magic clothing or jewelry is discovered, most of the time size shouldn’t be an issue. Many magic garments are made to be easily adjustable, or they adjust themselves magically to the wearer. Size should not keep characters of various kinds from using magic items.
There may be rare exceptions, especially with racial specific items.
Armor and Weapon Sizes: Armor and weapons that are found at random have a 30% chance of being Small (01–30), a 60% chance of being Medium (31–90), and a 10% chance of being any other size (91–100).

I do prefer the 3.5 language in the case, and agree with Monte Cook that it feels better for equipment to stay within a given size category all the time.
