With many things 3E, I think it depends on how you DM the game. I don't think +1 horseshoes are going to cause any problems. Will +1 holy frost shocking brilliant energy horseshoes have issues? Probably not, but only you can judge that.

Just keep in mind which properties activate whenever the weapon strikes, because that's going to happen with every step the horse takes. So if you give the horse +1 flaming horseshoes you can be D&D Ghost Rider.

Next up: the magical "Horseshoe Crab" attack: when the horse hits an enemy with that attack, the horse can only move sideways for one round.

(Yes, I know that "horseshoe crabs" aren't real crabs, and are more closely related to trilobites, so they move forward instead of sideways; leaving that aside, work with me here. :) )
