Is there any rules like a trait or a feat where you have unique or magical sight but it looks like your blind? I Know there is Blindsense and Blindsight but is there any other magical means that unique vision? Like: Doctor Mid-Nite (Charles McNider) from DC comics, Paul Atreides in Dune Messiah or something like that.

IMHO the issue would be ongoing Bluff checks to see if you can act blind. In a world with disguise self and Hats of Disguise, appearance is frequently deceiving.

In terms of blind-but-not-really, why not just have "he looks blind" be flavor? You'd get a penalty on Disguise checks if your face were hideously deformed, you'd get a bonus to tricking people into thinking you're blind, and I'd call it a wash.
