The Statblock for the greathorn does not have the 19-20 crit, though the weapon entry does. I say go by the one without the 19-20 because that is way too good, even for exotic weaponry.
 


the exotic version of a weapon chances are its exotic because :
-Its damage is one step higher
-Its crit range is 1 larger
-It has a special ability, like ability to trip

There are also some that have a greater crit threat range, so the greatsword becomes the Jovar.

Or, considering the Magic of Faerun path, in which there are some other special materials like magically tempered gold or platinum, perhaps it could be a variant that has design characteristics that make it heavier or lighter than normal
