Making Skeletons unturnable

I think I am going to go with a pack of regular skeletons made through desecrate fighting on unhallowed ground. They will be led by a modified skeletal warrior (5th level warrior) or two.

There will be a skeletal priest attempting to bolster and/or command turned skeletons.

I am hoping this battle burns a couple of turn checks.

Any other ideas?

Tactically:

Ensure that they come from all directions. This will minimize the turning effects.

Also keep them spread out and in multiple waves.

Maybe even add several blind kobalds to occupy the fighters so that they can not rush up to the skeletons.

Make the lead skeleton's head a Darkskull (DMG, page 214). That gives him a mobile Unhallow effect. :)

I don't remember the CR, but the baneguard in Monsters of Faerun are skeletons that can cast magic missile and blink.

If they have no eyelids how can they blink.... :D

Sorry about that one.

An idea that I have been tossing around in my head for a while is a one shot magic item called the Bones of the Horde.
Each bone radiates a faint aura of necromantic magic. When exposed to positive planar energy, such as from a turning attempt, each bone turns into a normal undead skeleton. This effect uses up 1/2 hit die worth of turning effect. After a short period of time(10 rounds) the skeletons collapes back into their single bone form. Of course if too much energy is directed at a bone, it will turn into a skeleton which is promptly blasted into oblivion.

Just equip a room with several piles of bones in different areas, and watch as a small handfull of skeleton triples in size when the cleric turns them once. Of course, a second turning would wipe them out, but the cleric might be a little leery of trying to do so.
