Muahahahaha... In actuality, nobody knows! Ok, your original question was actually an easy one to asnwer when it comes to "Is this an attack?" (Yes, it is.)
Just wait until you get into stuff where a creature makes multiple "attacks" with an "attack" power and targets the fighter and some others. That's when things get funky... (Don't bother asking, there is no official answer. Or rather there are too many different official answers.) The problem lies with the fact that sometime "attack" means rolling a d20 to hit something, and sometimes "attack" means a power used to do something. (That something usually being making attacks...)
But anyway, yeah, your original question(s) were already answered... Marked is a condition, the fighter would have shown his combat superiority against the dragon.
