The player declares "I am taking cover." Maybe he has a little sign he holds up to remind the GM.

The GM, who's keeping track of everything, decides on a case-by-case basis how much cover the PC has from each foe. It could be none (-0), waist high (-1), chest high (-2), or near total (-4), depending upon the angle of attack.
Remember those flying guys? It's hard to have cover against them.

I'm thinking there's quite a good 4e thematic conversion to be had if you increase the 4e range increments so effective range for a SMG or shotgun is one square, and actual melee (rather than short range weapons) replaces charging; everyone except the vangard must be already 1 square away to charge and they get the charging benefits but risk OAs from their target (and everyone else nearby).

Healing surges fit with shields, and bloodied means "Shields down". Minions are fluffed as unshielded. Forced movement - mostly biotics. And fluff powers to taste (remember you're playing guys like Mordin Solus or Wrex rather than Shep himself - seriously long recharges are in character for many things).

Yeah, that's kinda what I was thinking. Just that GM fiat during combat rubs me the wrong way a bit.

Maybe a mix of both, no minis for less important fights, but do something more tactical for the more important ones.
 

Id ditch Armour for a HP/Shields hybrid. Id have armor types generate more shields but not really provide a protection bonus themselves. (more akin to what exists in ME2 than ME1)

In terms of shield regeneration, Id make it auto outside of combat. In combat, Id make it difficult to regenerate them. Possibly you cant do it in anyround you get hit or you have to wait so many rounds before it starts happening. This could be influence by abilities , traits or worn armour types. Id make it very hard to increase the initial Shields score a character would get without major investment (not though linked to right clicking a planet for a frakkin long time just to click probe a lot to get Iridium)
 

I have converted biotics over to traveller, and I also convereted every race in the Mass Effect and Mass effect 2 codex to Traveller rules.

If anyone is interested have at it. If there is any criticism let me have it. I have no one that plays Mass Effect and Traveller that can really help.
