D&D 5E Meat Grinder Mode?

So I was looking through D&D's YouTube channel, and was looking at Heroes' Graveyard, A highly lethal campaign for 5E. I read the text for the video and it said, "
a lethal campaign using the new Meatgrinder Mode rule system from Tomb of Annihilation
."

Based on this, I can only conclude that Tomb of Annihilation has a "Meatginder Mode rule system". If this is true, can it be said that WOTC has already included some official rules for DM's looking to up the challenge? Have people tried it? Know about it? Liked it? It is the solution for DMs looking to handle over powered characters? Did I miss previous discussions on it somehow?

Adventurer
In meat grinder mode, a death saving throw
succeeds on a roll of 15 (instead of 10) or higher. A
character playing an adventure in meat grinder
mode earns 10% more XP and gp. The character can
potentially receive more than an adventure’s normal
maximum reward.
This option is available only while under the
effects of the Death Curse. Each player decides
whether or not they wish to use it, and their decision
only applies to their own, individual characters; DMs
can’t make this decision for them. Once made, the
decision is final; it can’t be changed. Surrogates can’t
choose this option.

It is just a change to death saving throws.

JPL: Most of that is just for AL play. The only part that's actually in the book is the death saves are harder bit.
