As Larinza hurries to Shorrin's side, Balth retreats and clims the northern hill.
The sharpshooter on the far side of Shorrin sees Larinza coming, levels its crossbow, and fires a bolt into her stomach as she approaches. It doesn't penetrate her armour, but it drives the links of her chainmail painfully into her flesh. Then the goblin turns and flees behind the hill. When it thinks it's out of sight, it throws itself to the ground and begins worming its way along on its elbows.
The other sharpshooter backs away up the hill, keeping well out of Larinza's reach, and sets itself up to trade bowshots with Balth. Fortunately its tiny crossbow is lacking in range; its first shot falls far short.

Larinza moves to J7. Balth moves to F15.
Bowman 1 fires at Larinza,
hitting with a 25 for 5 damage, then moves to Q1 and drops prone as a minor action. This gives it full cover and a Stealth check:

Bowman 2 shifts to H5 and shoots at Balth (who, at 10 squares away, is just at the edge of medium range for its hand crossbow). It
misses.

I just looked up the rules and realized I've been confusing concealment and cover a lot. Man, this gets complicated.
So, from Q1, the goblin definitely has cover from everyone, but it might only be partial cover or it might be superior cover. Also Shorrin, Larinza and Murphy might or might not have line of sight to it - it all depends on whether the ramp at N2/N3 blocks line of sight, which is a bit ambiguous. The goblin can use Stealth to hide only if it has total concealment (and if you don't have LOS to it at all, that counts). To be more precise, its Stealth can only be effective on a given character if it has total concealment from that character - it can try all it wants.
I measured these with the Edit Paths tool in Gimp:
Q1->K7 (Shorrin): Lines from the bottom left of Q1 to the top squares of K7, and to the bottom right of K7, go through the hillside. A line from the bottom left of Q1 to the bottom left of K7 only goes through the ramp. So it has superior cover from Shorrin (at least 3 lines blocked), but total concealment only if the ramp blocks LOS.
Q1->J7 (Larinza): A line from the bottom left of Q1 to the top right of K7 clearly goes through the hillside, and a line from the bottom left of Q1 to the bottom left of K7 clearly only goes through the ramp. Lines to the other two corners of K7 just barely brush the hillside where it hits the ramp, so I'm not sure what to count them as. I'm going to say they're crossing the ramp, not the hill. So if the ramp doesn't block LOS, it only has partial cover from Larinza (1 line blocked), otherwise it has total concealment and superior cover.
Q1->D11 (Murphy): Lines from the bottom of left of Q1 to the left squares of D11, and to the bottom right of D11, go through the western hillside at H7. A line from the bottom left of Q1 to the top right of D11 only goes through the ramp. So it has superior cover from Murphy (at least 3 lines blocked), but total concealment only if the ramp blocks LOS.
Q1->F15 (Balth): From where he is, Balth can look out over the top of the southeastern hill, but to target Q1 he'd have to look down on an angle. I'm going to say that from his height, the southeastern hill blocks line of sight, but the edge of the hill that he's on does not. Even still, lines from the bottom left of Q1 to all 4 corners of F15 are blocked - Balth has no line of sight (the goblin has superior cover and total concealment). I'll let Balth have line of effect anyway, since he can arc his shots up and rain them down on the goblin from above - the difficulty is targetting. Also, if Balth moves up to the south edge of the +20 ft platform, then he'll be able to see down on the goblin and the hill won't block his LOS at all.
So does the ramp block LOS? Well, it goes from 10 ft high at one end to 0 at the other, so it should be high enough to hide behind for part of the way. I'm going to say it blocks LOS to the goblin only if the attacker's on the same level and the goblin is prone. (So it's useless for hiding from Balth - although the hill is already blocking LOS from Balth, so that doesn't make a difference right now.)
To sum up: When standing, the goblin has partial cover from Larinza, superior cover from Shorrin and Murphy, and superior cover plus total concealment from Balth. When prone, the goblin has superior cover plus total concealment from everybody.
