Metamagic Rods

Was there a reason a Rod of Metamagic, Still was not included in the DMG?
(or other splatbooks for that matter)

The rods would help in a grapple, allowing more spells to be cast. Still need to make Concentration checks, but at least there's a chance.

Would it be within reason to make one available?

I see nothing wrong with making one. I imagine the reason they didn't include one is because it's pretty much useless, except in the very, very limited case that you mentioned.

Also, note that you can draw a light weapon or spell components. Doesn't discuss anything else. I would allow you to draw a rod the same as a light weapon, of course, but just pointing this out.

So yeah... generally the idea of a rod of still spell is counter-intuitive.

Could one make the argument that the rod's use-activated magic is triggered by the verbal component?

That way you could keep the rod in a pocket, and you wouldn't have to do the gestures/somatic part. It would make it somewhat more useful than.

Or for someone who prepares mostly S-less spells and fights in armor, but has the occasional S-ful spell that he wants to bypass the ASF on.

I think the main reason is that waving a Rod around to cast a Still spell kind of defeats the purpose. If you are grappled a Still spell is great. It's not so good if you need to somehow get your Metamagic Rod out of your pocket into your hand in order to cast the Still spell.

Good point, there is that.

...Hmm... now that's an idea. A wizard in full plate that wields a mace that's also a super-rod of silent spell...

I really don't want to go into that discussion again (although I think the prep time crowd probably won the argument :( ), so lets pretend the caster is a sorcerer ....
 

My DM had one in a "random" treasure pile, after I had a discussion about it with him, mainly as a joke item. It's come in handy for my sorc on rare occasions, though. Such as when I was polymorphed into a Roper and used it in one of my tentactle-things to blast a hole through an aspect of tiamat. ^_^

*Note: not using polymorph subschool, so casting in the first place was valid.
