Metamagic Spell Trigger Question

One Quetion the incantatrix in the Players Guide to Faerun gets this abillity but it is required that she has the appropriate craft Feat for the Item she wants to apply the Feat.
In the Complete Mage is the Feat defined as Metamagic Feat which everyone can take.
It has the same abillities but other requirements.
The complete mage says requirement is any Metamagic feat and Spellcraft 15 or Use MD 15.
Question which definitions now is the one that is valid?
Are they both valid or is it DM choice?

My read is that the Incantatrix gets the abiliity for the item's she has the feats for.
A non-incantatrix can take the feat, but it requires the correct feat AND the correct skill ranks.

Good Point.
I think thats a good solution.
One more Question.
If one has Metamagic Spell trigger and Wand of Fireballs and Arcane Thesis Fireballs.

Feats - Arcane Thesis Abuse (PHB II)
Among other things it allows you to choose a single spell and "when you apply a metamagic feat to that spell, the enhanced spell uses up a slot one level lower than normal.

Since its a Wand of Fireballs the Mage applys another Metamagic to a Fireball spell.
He isnt casting the spell directly but he is using a wand would Arcane Thesis apply to the use of the Wand?
Could he use Arcane Thesis on the wand through Meta magic Spelltrigger and so reduce the cost of applying Metamagics to the Wand?
