Actually, I am rather on "there is absolutely no reason that magic items should be the province of DMs only, and that PCs should be able to buy and manufacture them as they see fit." My games are usually high-magic. And players can make (basically) all the items in DMG if their character can pay the cost.
But also, my playgroup is (and I am) picky about game balance. In fact, unfortunatelly, many supplements are not well-tested comparing to the core rules. They are much hastily written. So some books are "entirely broken" or "contains some problematic materials". IMHO MIC and DMG II falls to the latter case.
