It's such an odd-ball utility as well in that it's one of the only (only?) non-combat power that I've come across. Flavor-wise one of the coolest powers in the game.

Its a Doctor Strange Power.... you know that WOTC is wooing Marvel for a genre game for 4e .. I find it rather easy to define an unusually large number of Marvel Superheros by blurring my eyes in 4e.

Allow me to suggest the Master Puppeteer Jester from Alluria games. Yes, it's 3PP but it's pretty solid and will probably give you what you're looking for. And for the record, no I'm not the writer but he does play in my campaign.
