The speed is listed at each individual armor. Just because they are the same for all light, medium, or heavy armors listed, does that mean it is tied to the category and not the armor?
That's an interesting perspective, certainly not one I would have considered at first blush. I think these two quotes from the 3.5e SRD take care of it, though. First,
SRD said:Equipment:Armor:Speed
Medium or heavy armor slows the wearer down. The number on Table: Armor and Shields is the character’s speed while wearing the armor. Humans, elves, half-elves, and half-orcs have an unencumbered speed of 30 feet.
That first line, I think, should be taken in an exhaustive sense, and so one should conclude that "light armor does not slow the wearer down".
Then, from Mithral:

Most mithral armors are one category lighter than normal for purposes of movement and other limitations. Heavy armors are treated as medium, and medium armors are treated as light, but light armors are still treated as light. Spell failure chances for armors and shields made from mithral are decreased by 10%, maximum Dexterity bonus is increased by 2, and armor check penalties are lessened by 3 (to a minimum of 0).
