D&D General Mixed Background

I like to randomize character creation, so I put this together about six years ago for my 5.0E games as an adaptation of the Secondary Skills table from the AD&D 1E DMG. The original table features a 15% roll twice result (which is replicated on my table), so my table also results in combination backgrounds which I detailed as mash-ups of the existing backgrounds from the 5.0E PHB. For ease of scrolling, I put it in a spoiler (It's about 41 pages.):

I hadn't seen the customization in the default 2014 rules (I wouldn't have asked otherwise).

I don't really understand 2024 being inflexible, but then I really don't understand 2024 in general.
My charitable theory for why its inflexible (by default) in 2024 is that they got it into their heads that ability score bonuses should be inflexibly tied to something, so that sometimes people would choose something suboptimal, and since race was out it became backgrounds.

My less charitable theory is that they wanted no custom option so players would be more inclined to buy whatever books gave the backgrounds they want, as well as a la carte backgrounds on D&D Beyond, and eventually towards the end of the edition cycle they could make bank on whatever rules supplement book (Elminster's Anthology of Everything or whatnot) eventually adds official custom background rules.

It's of course trivially easy to devise a custom one, but now it will forever be something players need to ask a new DM's permission for for the life of the edition.
