Ah, got it; you don't want a new item; assuming your mute character can still hear and understand spoken words, what you want is a CURSED item:
You make it, you know what it actually is, so you always fail the will save to sort out the overheard thoughts, and don't pick up anything. After three rounds of having someone in your area, they can hear your surface thoughts clearly. Take it off when you don't want people listening in, and you're set.

That's.... damn near genius.

Dirt cheap, does the job, permits conversations with multiple parties, and is really fun when someone steals it to "use it against you".

It has it's issues, though: Can't make bluff checks against someone (small loss, unless the character was built around it) as you can't tell them lies (they can hear what you're thinking, not what you're wanting to say).

Other options would be learning a version of sign language and casting Comprehend Languages on people, getting a Raven familiar, learning sign language and teaching it to someone else in the party (translator), and the like.
