Monk, flurry of blows and spring attack

The monk in my adventure argues that he should be allowed to move in, execute his flurry of blows and then move out with his spring attack.

I argue that Flurry of blows is a full round attack and cannot be used with spring attack.

who is right?

You are. Here's what you need to reference in the SRD or Player's Handbook. Bold emphasis mine.

SRD flurry first paragraph said:
A monk must use a full attack action to strike with a flurry of blows.

SRD spring attack description said:
When using the attack action with a melee weapon, you can move both before and after the attack, provided that your total distance moved is not greater than your speed.

3.0 was more clear on this, as it said Spring Attack is a standard action that you can take while moving before and after it.

OTOH, WotC appear to be moving in the direction of allowing multiple attacks on other than a full attack, with feats like Slashing Flurry, Bounding Assault and Rapid Blitz. Doesn't seem too unreasonable, as a house rule, to let monks get 2 attacks if they flurry on either a Spring Attack or standard attack action.

Sure, if they take a feat for the option... something like Rapid Flurry or similarly stupid name.

FoB is a full attack action.
SA is a move + an attack action.

Yep, this is true. If your player wants an extra attack after a move action, he should take the Snap Kick feat from the Book of 9 Swords.
