I've seen bonobos throw rocks with great accuracy. (I've also heard they stole my friend's panties and wore them on their heads, so heh, go figure)
Certain types of chimpanzees have been recorded spearfishing (and they've also commited genocide on each other, hmm...)
I think that a -4 penalty to archery at *least* makes sense, and maybe even more penalties. Of course, the monkey would have to be seated, and could not move while firing. I think it would be more "natural" to use its feet, but it's a fantastical situation, so why not be able to use its hands? This is a big penalty-- it's virtually lying prone when you fire arrows. Perhaps your druid could take a monkey archery feat that negates this penalty, and allows them to stand upright for a time, or at least negate the penalties of lying prone when using a bow.
Also consider....Animals, monkeys included, have excellent far vision, but poor near vision. That's one of the sacrifices modern man has made with computers and everything - we can't see nearly as far as we were once able to, but in many ways are able to see things closer to us better.
Monkeys would be just the opposite - so they would have a bonus at long range and a penalty at point blank range, maybe?
