D&D 5E Monster creation? Specifically HD

So I'm pretty bummed that this latest DM basic rules didn't have rules for creating monsters, or even leveling up monsters. I have tried to retrofit the rules, but I have no idea how the hit dice are figured. I initially thought it might be related to challenge rating but apparently not. Anyone have any ideas?

There were rules for HD by size as well as adding in con mod. Also a prof bonus by CR table. What was lacking was a guide on # of HD by CR as well as guidance on base damage by CR, although looking at the monsters available it seems pretty straightdorward

That's because the latest DM basic rules are also the earliest DM basic rules.

Although they are also the DM basic rules, and I am even surprised they feature an explanation for hit dice and proficiency bonus.

Monster creation is something I was expecting to be in the DMG but not in Basic, however it's of course possible they will make it available there as well before the end of the year.

Plugging all the monsters into Excel (those from the DM Basic Rules and the Hoard supplement) yields this for average HD based on CR. Note some CRs only have a few (as in 1) we've seen so far (CR 9, 10, 16) so the numbers will likely change. Some monsters at certain CRs haven't been revealed yet. (Nothing above CR 17, except the Tarrasque.)

The thing is though... the monster manual has been sent off to the printer, surely they had the complete rules for creating monsters right? Also wasn't the basic rules pushed back so they could finish the DM guide? Regardless, I don't buy that the rules aren't presented because they aren't finalized.

No, I meant I rather think they don't include them in Basic because they don't think they are "Basic" but advanced material instead.

But at the same time, it's possible they change their mind about this later, and will include them anyway.
