Loving the low-CR creatures with legendary actions, Nix. They'll come handy when creating low-level boss encounters, or just to make things a bit more challenging and interesting in general....
That was exactly the goal. Over the years since 5e was released, I would always be making low CR 1-2 elite and boss creatures for every adventure I made. I would always have a goblin lieutenant, a kobold underboss, an ogre boss, etc. that would make for an interesting mid or climactic encounter. The boss/elite creature would always have an action that either did an AoE or a disable/stun effect, or both, things that would frustrate PCs.
