Realistically, if it's going to need errata after its publishing... it needed it before as well.

Being proficient in the bastard sword doesn't make you proficient in it with one hand.

That's something of a stretch. Being proficient in all martial weapons doesn't allow you to use it in one hand; being proficient in bastard sword does.

The bastard sword is an exotic weapon. There is, strictly, no Martial Weapon Proficiency (Bastard Sword) feat. A character can use it as a martial weapon, but it is not a martial weapon; it is only with proficiency in 'all martial weapons' that this becomes relevant.

Thus, a creature who is proficient with weapons mentioned in its entry, and has bastard sword so mentioned, must have a specific proficiency in the mentioned bastard sword; the only such specific proficiency is Exotic Weapon Proficiency (Bastard Sword).

Ok, so what about this?

Monstrous humanoids not indicated as wearing armor are not proficient with armor. Monstrous humanoids are proficient with shields if they are proficient with any form of armor.

Thus, this nice Godslayer should take the penalty due to non proficiency with his heavy shield.

Are you saying that I can't take the feat Martial Weapon proficiency: Bastard Sword?

Two questions - what's the ACP of a dragonskull shield? And what does the 'See text' next to the Favored Class: Fighter refer to?

Apart from that, however:
Godslayers despise being slowed down on the battlefield, but a few leaders convince them to wear light armor, such as a chain shirt fashioned for a giant.

These are not, strictly, monstrous humanoids not indicated as wearing armor; they are indicated as occasionally wearing light armor.

I wouldn't allow it. It's not a martial weapon, so the feat does not exist. It can be used as a martial weapon, but it isn't one.
