In essence, it behaves like a full-round action that doesn't allow a 5 step, and in fact, the SRD does define it as a FRA.

But even in the PHB where it's a standard action, the "move" part of your standard action is the charge, and while normally you can either act and then move, or move and then act, with a charge the move always precedes the attack.

hehe, everytime I bring up this point I get into an argument:)

In the ph, the charge descriptions only talkes about movement DURING the charge action. It says nothing about movement during your move action, which you technically still have. However, since the charge action specifically states you can't move after the attack, that would apply to someone trying to take a move action after the charge and so wouldn't be allowed.

I agree that charge should be a FRA, it makes more sense that way. However, by the book its not.
 

No, Charge should remain a special standard action, just as double move, and any other action that is normally a full round action, but can be taken as a partial action if you are limited to that or get an extra one of those.

Incorrect. Note PH p. 122, Table 8-1, and the "Move" allowance for the "Charge" option. The only move allowed in conjunction with a charge action is the x2 move in a straight line prior to the attack.

The entry in that table does not have a "Yes" which would be required for the normal MEA which is allowed in addition to a standard action.
