The only problem with stealing from 4e is multiclassing. You can't really do it in 4e, but you can abuse it in 3e. Lets say you have your bonuses that way, then, everyone is going to dip into a class with a +2 to Will and a +2 to Reflex for the goodies and the save bonuses.
I hate to sound like a broken record, but the +2 bonus to one score would be the best way to do it. That dis-incentivizes multi-classing in regard to saves (one reason for multiclassing), and since this topic is about multiclass save fixes, I'll leave it at that.
I do fractional BAB along with saves, but haven't said anything about it since BAB is off topic. However, I don't get your point about all classes getting +1 BAB progression and all classes getting all good saves. What's the point? The chief advantage of fighters is having a BAB above what non fighting classes have (along with more feats). If wizards and rogues and clerics can suddenly fight as good as the fighters, what good is a fighter? Why would you even need a paladin class if clerics can fight as good as them? Why play anything other than a rogue which often ends up with better AC than a fighter, MUCH better skill points, and get massive damage full round sneak attacks?
Statistically, that may work, but that solution only further damages the multiclass problem, it doesn't solve it. To solve the problem, you have to eliminate disadvantages to multiclassing itself--not weaken one class or a set of classes, or give advantages to other classes.
Off topic note: I have no idea what's going on with this site, but it is AGONIZINGLY slow. It takes 2-5 minutes to load a single page and a bunch of posts I tried last week all failed because of this lag or whatever it is. I couldn't even log on here for the past 6 days or so. So, until this problem gets fixed, I'm not going to be on this site very much or at all. 5 minutes to load the site, 5 min to log on, 5 min to go to forums, 5 minutes to get to this forum and a topic I want to comment on, and 5 more minutes to submit my reply is pretty damn stupid.
