Just timed myself for 36 attacks. Rolling d20s 6 at a time, 6 times, counting 19s and 20s. It took me 14 seconds. Damage is always 1 point, so with seperate concentration checks the DC will always be the same. But we might have to wait for the guy with Combat Reflexes and the Reach weapon to resolve his attacks of opportunity.
Next time you're in Orlando, stop by and train the players in my group to roll quickly. But, note that I also said "or actions". :)
 

I would rule as most above, each attack is its own 'distraction'. Making lots of rolls and a decent chance for the PC to fail simply by the odds.

For ease of play... it would be better to treat your 3.0 flight of birds as a swarm.
The normal distraction ability makes more sense than having the birds get commanded to ready an attack....
{you could get stuck in arguments over the use of the Handle Animla skill and INT <3 tactics...}

Use the Bat Swarm stats from the above link, without blindsense of course, just described as ravens.
Change the distraction slightly, requiring a Concentration check vs DC 16 instead of the Fort save and apply only to disruptable actions.

This should get in the ballpark of what you are trying to get to.. but remember if a player thinks this is cool it would require the PC to take a Feat of Animal Swarm Companion and some learning on Swarms.

If they count as separate attacks for purposes of Damage Reduction, you might as well be consistent and count them separately for Concentration checks.
