Mutants & Masterminds 2e: What PL is Heroes?

After watching the last episode of Heroes I got to thinking... in order to create characters of similar power to Heroes what Power Level would you use to create the characters. Obviously there are huge differences between the characters... at the end of the first season Sylar and Peter leave the rest of the cast members in the dust where Parkman and Micah have useful but not overly powerful abilities.

In general (not counting Sylar and Peter) given that each of the characters has one power what Power Level do you think Heroes would be using if it were a Mutants & Masterminds 2e campaign?

You can probably find out in Paragons for M&M, which will be for the 'Heroes'-like campaign. The Atomic Think Tank is probably a good place to find Heroes writeups. Like Hiro.

Most of them are probably in the neighborhood of PL5-10 or so; a lot of them don't have a great power but they have lots of skills or contacts. Or the power they do have has a huge range or area of effect, which will pile on points.

I'd guess the PLs are going to run 2-4 for characters like Claire, Matt, or Nathan, 5-7 for characters like Nikki and DL, and 8+ for characters like Hiro, Peter, and Sylar.

Disclaimer: I'd build with M&M 1e... and I haven't yet taken the time to actually try to do so. So this is just alot of estimation.

PL 2 ~
All mundane humans in the show, including Niki Sanders

PL 5: most of these characters have spent the majority of thier points on Skills, BAB, Saves, Feats, with just a few points (if any) in Powers.

Mr. Bennet
Candice
Claire Bennet
D.L. Hawkins
Linderman
Matt Parkman
Micah
Molly Walker
Mr. Nakamura (badass swordsman, other powers?)
Nathan Petrelli
Mr. and Mrs. Petrelli (note that we have no idea what they can do)

PL 8
Jessica Sanders
Ted Sprague

PL 11
Haitian, the (he has enough PL to suppress Hiro, Petrelli, and Sylar)
Hiro Nakamura
Peter Peterlli
Sylar

No doubt I'm forgetting half a dozen characters...

Hiro and Peter are the only two "PCs" depicted in the show. Sylar is obviously this story arcs BBEG. And everybody else is either PC Support, Storyline Fluff, and/or possible victims for Sylar.

The characters on Heroes technically are built using special restrictions. Each person (other than Sylar) only gets one power. They have powers that are higher than the campaign's base PL, but have to purchase a limitation for those powers.

Peter and Sylar are clearly the most powerful with similar but not identical variable power pools. Hiro is a close third, due to the number of stunts he has with his power. The others all have a large number of limitations. Parkman's power is pretty hit and miss, but he's got some good contacts and feats. Heck, he's the only Hero allowed to carry a gun. :) Nathan has connections and power, too. Micah's power is possibly extremely powerful, but being a kid is a serious limitation of it's own.

And just about everybody clearly wasn't allowed to purchase much in the way of defense, except for Sylar. :D

75-90 power points, around PL 5-6, should easily suffice for Heroes, IMHO. Some of the options from Mastermind's Manual (particularly for more lethal attacks) are also useful.

Seriously though, thanks for chiming in!

Good point about Peter having to use Variable Power. He's described as and acts like a power mimic, but you could NOT build him using the Mimic power in M&M, because he has the ability to store indefinitely and access the powers he's copied at will. M&M doesn't let you do that no power can add permanent value to a character.
