Pre-order Beta is going to be a very late stage of closed beta, or perhaps early open beta. Closed beta testing already started on wednesday, and is limited to those of us who have played CoH for 12 months or more. The early closed beta invitations are goinng out in waves, teh first wave went out wednesday, second wave will probably go out next wednesday. Sorry to spoil it for you 
On the plus side, if you DO pre-order you get a nice ingame helmet that your character can wear that will identify you with different villain factions. The type of helmet you get depends on where you pre-order from, different stores have different helmets. However, all of the helmets will be available to be aquired in the game through different task forces or missions.
Trust me, Ive been playing CoH since last august and have been following CoV since its boards opened I wasnt in the first wave of beta invites, but Im hoping Ill be in the second next week
