My Int Went Up, Do I get more skills (now) ?

Just looking for clarification on this query. Character in question raised their Int at 4th level which gave them a 14. So, do they get an extra skill point this level or do they wait until 5th to get the bonus skillpoint from high intelligence?

They get it at level 4. Works in the same way that a character getting +1 BAB, for example, can take Weapon Finesse on the same level he gets +1 BAB, or I believe as well that a character can take Dodge and Mobility on the same level.

I believe it is a grey area, since leveling up doesn't happen in a particual sequential order, but every DM I've played with, and in every game I've run, you can add the stat bonus first. This means you would get the skill point. In the same way, if you reach a level where you want a feat that has an ability prereq, but you won't meet it unless you apply the ability bump first, it seems appropriate to allow you to do so.

Then again maybe they did write out the exact sequence for leveling up...let me go check that out.

Edit: So on page 58 of the PH, it says the order you level things up, and ability bumps come before skill points, so you should be in the clear.
 

Yep, you can make use of the new value from the current level onwards. So you get an additional skill point at 4th level already.
