My next project (#5)!

Darn. Didn't notice that - divided the wrong way. The heat drain and detect heat look alright, although I might just give it blindsense 100ft, explaining in the flavor text that it's due to the COLDDEAD's ability to sense heat.

The skills should be:
Hide +6, Listen +5, Move Silently +6, Search +4, Spot +5
I got it right that time, right? :)

Heat Drain (Su): The touch of a COLDDEAD drains heat from their opponents, dealing Id6 points of temporary Strength damage to any living creature. A creature reduced to 0 Strength in this way freezes to death. Strength is regained at the rate of 1 point per day.

Slight semantic change:

Heat Drain (Su): The touch of a COLDDEAD drains body heat from its opponent, dealing 1d6 points of Strength damage to living creatures. A creature reduced to 0 Strength in this way has frozen to death.


Detect Heat (Su): COLDDEADs can detect heat within a 100-foot radius automatically. This includes small sources such as the body heat from invisible creatures. They can suppress or resume this ability as a free action.

You mentioned blindsight, but I don't think this is quite as good. Maybe it is just like blindsight but only detects living creatures?

Sense Heat (Ex): A COLDDEAD can sense all heat sources within 100 feet, including the body heat of living creatures. Invisibility, darkness, and most kinds of concealment are irrelevant, though the COLDDEAD must have line of effect to a creature or object to discern that creature or object. This ability is not effective on creatures that do not radiate heat, such as most undead and constructs.

MOANERs are the pitiful souls of those who died of exposure to the elements. They have pasty gray skin, and their mouths are open in a wide circle in the last lament they uttered before succumbing to nature?s wiles. The MOANERs resent anyone who holds out against the elements and try to slay any living creatures they encounter in wandering the landscape.
Combat
MOANERs are ferocious fighters, assaulting travelers with fierce madness and evil cunning. The stats represent a fallen warrior, but other classes can be represented. Spellcasters lose all ability to use magic, but any other extraordinary ability remains.
Energy Drain (Su): Living creatures hit by a MOANER's rake attack lose Id4 levels. The Fortitude save to prevent the level loss is DC 14.
Hateful Moan (Su): Three times per day, the MOANER can scream all its resentment and envy against a single target, who must save against Will (DC 16) or suffer 1 point of temporary Wisdom damage and be stunned for Id4 rounds. Stunned characters lose their Dexterity bonus to AC (if any) and can take no actions. Foes gain a +2 bonus to hit stunned characters.
Undead: Immune to mind-influencing effects, poison, sleep, paralysis, stunning, and disease. Not subject to critical hits, subdual damage, ability damage, energy drain, or death from massive damage.
 

Decrease negative levels to 1, 2 if you're feeling mean. Replace "rake", presumably with a slam or claw attack (although if it's a claw attack, I might consider giving it two of them). Remove the text explaining what stunning is. The Hateful Moan DC should be 14. Speed should be listed as 30ft (6 squares) (40ft unarmored). And I'd remove the reference to this being the stats of a fallen warrior and possible spellcaster options.

It has 48 skill points (ACP makes these even more fun to figure out!). It needs 50. I say its two missing ranks get invested in Climb and Jump.

is there a precedent for having a random number of levels drained because of energy drain?

if it advances by character class (presumably because it is a falen warrior), would we want to give it an LA?
 

I've never seen any other random distribution of negative levels; it sounds like bad design to me. If it rolls well, PCs will be severely disabled or dead.

If we were to give it an LA, +4 sounds about right. Maybe +5 - I don't remember how energy drain affects LA.
