D&D 5E Name level heroes for 5e

I prefer titles to tied to story rather than level. By story I mean in world achievements, relationship to one's background, and honour/reputation etc. I can imaging a low level PC having a grand title, ala a Prince Joffrey type.

Actually this works...

A prince Joffrey type has the renown XP suitable to kingship, but no adventuring XP.

This makes him suitable to being king, but fragile (a 1st level character).

Joffrey’s renown XP is granted because of bloodline. But he does little of value to increase his renown or his adventuring level.

To further elaborate... a PC can gain renown XP for social machinations or heroic deeds that may be on a different scale.

Like providing prosperity for your subjects can result in renown XP, only. And this could be something a ‘lowly’ 1st level character can do if it so chooses.

Basically, two separate leveling mechanics. Personal power vs. political power.

A character can focus on one or the other or find a way to bring both together.

It seems to me that Renown relates to a character's Reputation.
The reputation of a character comes from what he/she is known (or believed) to have done.
Renown speaks to how far that reputation has spread.

For example, Joffrey Lannister has a high renown - his name and deeds are known throughout the Seven Kingdoms.
But due to the nature of those deeds, his reputation is rather poor.
