I think I will take the "wise person gives advice" approach. The town has a Ioun priest that would proof very handy in decripting messages from the beyond since she is a deva.

But what exactly is a sand-box game in D&D?

A sandbox where the DM lays out a chunk of real estate, dragons in the dragontooth mountains, orcs in Deadmans Gorge and so forth.
Provide clues to the pc as to the level of the threats and let them off.

they can go where they like and do what they like.

I like that idea with your Ioun priest, especially if you've used her before as a person to give advice to the PCs.

Yeah, ardoughter's answer is correct about going wherever they want. I suggested the sandbox approach so that they get hints no matter where they go (in any region from multiple sources/different people/different cultures/different texts) so that they know that the main "quest" in your campaign is very important and sooner or later they understand that they need to do something about it.
